When states are ranked by prison population growth rates, Georgia is in the top 10. Fifty percent of today's inmates will be released into communities; eventually one third of them will incarcerated again. Could better health care and job training cut recidivism rates? If prisons offer job training, should inmates be billed for this? Should condoms be distributed behind bars to combat soaring rates of HIV infection?
